Conference on Multidisciplinary Research and Graft and Corruption July 17-18, 2014 Limketkai Luxe Hotel, Cagayan de Oro City Conference Theme The theme of the conference is "Good Governance and Education: The Role of Scientific Information as Means to Stop Graft and Corruption". The general objective presents the critical issues and concerns about the current international program advocacies to deter graft and corruption in relation to the index for transparency, accountability and participation relevant to good governance that affects the political and economic stability of the society. These are the specific objectives of the conference tracks: 1) to present multidisciplinary researches as means of dissemination and utilization of new knowledge; 2) to provide the basic framework of graft and corruption as the hindrance of development through the empirical presentation of bureaucratic processes, values and leadership; 3) to present the best practices in good governance on transparency, accountability and participation to reduce the political corruption of the region; 4) to study the critical variables on cultural deviance, economic impact to investment and political exploitation; 5) to investigate empirically the government actions as to the implementation of the graft and corruption laws of the state; and, 6) to promote the international experience of transparency, accountability and participation in addressing the critical concerns of graft and corruption in the international community. Multidisciplinary Research For Multidisciplinary Research, the range of topics to be presented are from the following disciplines: Education; Social Science; Business and Management; Mathematics and Engineering; Science and Technology; Health and Environment; Biological Sciences; Natural Sciences; Language and Communication; Literature, Philosophy and Religion; and Institutional Research. B. Graft and Corruption 1. The Basic Framework of Graft and Corruption as the Hindrance of Political and Economic Development of the Society. This conference track provides the mechanism to study the basic anatomy of graft and corruption as to the bureaucratic processes, values and leaderships of the government system; phenomenological consequences of the culture-based analysis of political corruption; development consequences in crimes and violence; and guiding principles of accountability and transparency in government. The bureaucratic processes, values, and leaderships that define the practices of graft and corruption in the local, national and international agencies. In the government administrative system is evaluated by its conspiracy in the receiving gifts, influence, bribe and extortion of the government operational processes. The values are ingrained, by the loyalty, and commitment to serve the people as political corruption. The phenomenological studies on the political, sociological, behavioural and anthropological approaches as the anatomy of graft and corruption in the society. The study represents the political philosophy that transcends the moral and ethical implications to study the origin of societal corruption in the world of politics. The ethical standards of the government officials relevant to the graft and corruption as to the development implications of the social problems of society such as crimes, violence and exploitations of the poor. The guiding measures and principles in fighting political graft and corruption through citizens' engagements; people empowerment, media influence, leadership modelling; whistleblowers; clean and honest election. 2. Best Practices in Good Governance on Accountability, Transparency, Empowerment and Participation. This provides benchmarking mechanism to reduce, curb and deter graft and corruption in local and national government agencies. The good governance provides insights and perspective about accountability, transparency and empowerment. Transparency and Accountability of Public Service through the good governance initiatives of the national government and local government units. Financial Accountability, Transparency and Participation on Local Governance Innovative Practices of the Civil Service System in Addressing Graft and Corruption in the Public Service. Fiscal Management System of the Accounting and Auditing Rules for the National and Local Government. 3. Determinants of Graft and Corruption. This reflects the social system of the political economy based on the result of the graft and corruption. It studies the critical variables of development in its cultural deviance, economic impact on investments, and political exploitation. Ethno-Socio and Cultural development with the realms of social group analysis as to the form of government deviance in sustained political activities on graft and corruption. The culture-based perspectives that affected in the influence of political coalition, party-loyalty and in-group which achieved a high level of graft and corruption resulted to the inefficiency and ineffectiveness of the delivery of social services in the society. Economic development determines the effects of graft and corruption as a result of poverty incidence, crimes, violence and other variables that affected the economic and political stability of the society. The international studies reflecting the significance of the research studies of the graft and corruption index that undbiddingermines the economic development of a country. Political development as dictated by the extent of graft and corruption that induces fragile environment of investments, instability of government system, and political exploitation that will result of underdevelopment of a country. This undermines the effective and efficient delivery of basic services including the effects of the Human Development Index (HDI), poverty alleviation, education and health services, environmental degradation, and response to climate change. This includes the approval of the development programs and projects as to the implementation of the bidding process, pork barrel funds, of the government system. 4. Implementation of Laws on Graft and Corruption. These are the varied faces of the implementation on the government accountability reflecting to the laws of graft and corruption in a country. It is designed to study empirically the government actions in receiving directly and indirectly of gifts of public officers; electoral fraud, embezzlement, plunder and malversation of public funds. Anti-Graft and Corrupt Practices Laws. As a public officer, the taking of due advantage of personal positions, bribery, extortion in government workplace. It also includes the receiving directly and indirectly of gifts, giving personal favour in singing contract and other relevant acts and omissions penalized by the existing laws. Electoral Fraud. The illegal interference to take due advantage as a candidate in elective positions of the local and national government. This includes the electoral manipulation of votes, threats and violence to the voters, black propaganda, vote buying and other forms of electoral deceits. Embezzlement, Plunder and Malversation of Public Funds. The administrative deviance provides fiscal management operations of national and local government agencies in the misappropriation of funds. This is with the deliberate intent, to embezzle the financial budget of the government operation. It also leads to the questionable financial accounting and auditing of government accounts that resulted to the penalized laws such as plunder and malversation cases. Ethical Standards of Government Officials and Employees. The public officers must commit the norms of conduct in public service such as professionalism, justness and sincerity, political neutrality, simple living responsiveness to public, patriotism, nationalism, and democracy. The existence of the personal deviation in the conflict of interest, financial and material interest in the receiving of gifts, misuse of confidential information, solicitation and acceptance of gifts and other forms of deception that have a bearing in graft and corruption. 5. International Perspectives of Graft and Corruption. These are the development experiences of the international community in relation to the applicability of graft and corruption in the varied advocacy programs of foreign governments. The global initiatives to promote transparency and accountability that may enhance the political and economic development of the region. It also includes the graft and corruption index utilized by the advocates of good governance in Europe, Asia, Africa and America. The best practice of good governance as a tool of eradicating graft and corruption in the developing and developed countries. The global initiative on transparency and accountability within the political framework of the ASEAN Community, European Union and other global associations to reduce graft and corruption. The assessment of the graft and corruption index of the bureaucratic system as to the level of political corruption of the World best practices in governance that curb or deter corruption.
